DOW Price Increase March 15th, 2021 / Equistar Chemicals Force Majeure Feb 26th, 2021

Effective March 15, 2021, or as contracts allow, The Dow Chemical Company
(“Dow”) will increase off-list prices by the amounts listed below on all grades and package types of the following products in North America:

Propylene Glycol Industrial (PGI) US$0.15/lb.
Dipropylene Glycol LO+ (DPG LO+) US$0.15/lb.
Dipropylene Glycol (DPG) US$0.15/lb.
Tripropylene Glycol (TPG) US$0.15/lb.
Tripropylene Glycol Acrylate Grade (TPG Ac) US$0.15/lb.

Per the previous letter dated February 16, 2021, Equistar Chemicals L.P. declared a force majeure event for all products within our Americas EO & derivatives portfolio – Ethylene Oxide, Ethylene Glycols, and E-Series
Glycol Ethers, effective February 16, 2021.

As a result of this event, for the foreseeable future, we are implementing a sales allocation for EO-Pure and Ethylene Glycols as shown in the table below. Allocation volumes were determined based on purchases
made in the prior six (6) months; specifically, August 2020 through January 2021. This allocation will apply for March 2021. Any subsequent allocation changes will be communicated at a later date.
